Is a termite barrier really needed on a block with so little bushland nearby?

Yes. Eastern Creek sits between Western Sydney Parklands and Prospect Nature Reserve, both large enough to support termite activity, and the NCC requirement applies to any new home in a termite-prone area regardless of how much bush is visible from the block.
