Pre-Construction Termite Barriers Balmain East

On the steep, narrow streets of Balmain East, postcode 2041, a new footing or rear addition needs its termite barrier fitted before the pour, not fixed up after Inner West Council's certifier asks for the paperwork.

Quick answer

Yes, any new slab or footing on the Balmain East peninsula needs a termite management system, because the whole suburb sits in a termite-prone area under the National Construction Code. A small rear addition carries the same obligation as a full rebuild. Installed to AS 3660.1, the system needs its durable notice and certificate on file before Inner West Council will issue the Occupation Certificate.

Termite barriers in Balmain East

Why Balmain East builds need the barrier in before the pour

Balmain East is the small eastern tip of the peninsula, only about two kilometres from the CBD in postcode 2041 and part of Inner West Council. It only became its own suburb in 1995, and its narrow streets still hold older cottages, terraces and a scatter of apartment buildings, many looking straight across the harbour to Barangaroo and Circular Quay. With so little land left over, current building work is almost entirely rear extensions, garage conversions into secondary dwellings, internal reconfigurations and the occasional full rebuild of a cottage too far gone to renovate. Each of those touches new concrete, and each one triggers the same termite management requirement as a house on a much bigger block.

What makes Balmain East different is the slope. Streets step down sharply from the ridge to the water, so many houses have one wall or an entire sub-floor cut into damp ground, and retaining walls do a lot of the work that a flat block would not need. That combination of tight sites, cut-and-fill and constant moisture off the harbour means a barrier has to be tailored to the actual shape of the footing rather than assumed to be a simple perimeter. Where a new slab steps down against an old retaining wall, that junction is exactly where an untreated gap would let termites track up unseen.

Local conditions

What makes Balmain East blocks a termite risk

Balmain East throws up a narrower but sharper set of risk factors than most Inner West suburbs.

Footings cut into the slope

Houses built into the hillside often have a wall or sub-floor sitting directly against cut earth, which stays damp long after rain has stopped. A new footing in that position needs careful detailing where it meets the retaining structure, because that junction is the easiest place for termites to find a way in unseen.

Old cottages, tight sites

Balmain East's cottages and terraces were mostly built before termite management systems existed, so a rear extension or rebuild is often the first properly compliant barrier that section of the property has ever had. Tight sites mean the barrier has to be fitted around existing walls, drains and neighbouring fences rather than run in a clean line.

Harbour on three sides

Balmain East is close to water for most of its perimeter, and that keeps sub-floors, retaining walls and slab edges damper than an inland block for longer stretches of the year. Damp timber and damp soil are what a termite colony is actively looking for, which is why every barrier here is treated as a damp-site job.

What we install here

Building in Balmain East

Balmain East work is small in footprint but demanding in detail: rear extensions, garage-to-granny-flat conversions, internal rebuilds behind heritage facades and the occasional full knockdown on a cottage that cannot be saved. Because blocks step down towards the water, we frequently fit collars and membrane around piers, suspended sections and retaining wall junctions rather than a single flat slab edge. We work to the builder's program, timing our visit after the plumber's rough-in and before the pour, and we return for later stages when a project is being delivered under staged approvals.

  • Under-slab membraneA termite-resistant sheet laid across the prepared ground before the pour.
  • Penetration collarsCollars sealed to every pipe and conduit that comes up through the slab.
  • Perimeter & slab edgeA barrier at the slab edge and into the cavity, so nothing can track up hidden.
  • Chemical soil barrierAn APVMA-registered treated zone in the soil under and around the building.
  • ReticulationA pipe network laid before paving so the treated zone can be topped up later.
  • Piers & suspended floorsProtection for bearers, piers and suspended timber floors on sloping blocks.

Local knowledge

Around Balmain East

Ewenton Park sits right at the heart of the older streets, its gardens a reminder of how much moisture collects close to houses even a short walk from the harbour. Further round the water, King George V Recreation Centre and The Rocks Centre mark just how close this small suburb sits to the city centre, separated only by the harbour itself. That closeness to water on almost every side is the single biggest factor we weigh up before detailing a barrier here.

Every Balmain East build is certified through Inner West Council, whether it is a small rear addition or a full rebuild behind a heritage facade. Occupation depends on two documents: a durable notice fixed inside the meter box, and an installation certificate that spells out the products used, where they were applied and who did the work. We have both ready well ahead of your final inspection, once our stage of the work is done.

Systems we install

The right barrier for your slab and your site

Every photo below is from one of our own Sydney jobs. We look at your slab design, site and budget, then recommend a system or a combination.

Physical termite barrier laid over the slab preparation01

Under-slab membrane

A termite-resistant sheet laid over the whole prepared footprint before concreting, so termites can't come up through the slab anywhere.

Penetration collars fixed through mesh before concreting02

Penetration collars

A sealed collar on every pipe, conduit and service that passes through the slab. These gaps are the most common hidden way in.

Completed slab with a perimeter termite barrier in place03

Slab edge & cavity barrier

Protection at the slab edge and into the wall cavity, which stops termites building hidden tunnels up the outside of the slab.

Chemical soil barrier applied along a brick footing04

Chemical soil barrier & reticulation

An APVMA-registered termiticide zone in the soil, with an optional pipe network under paving so it can be recharged later without digging.

Termite barrier beneath a suspended timber floor05

Suspended floors & piers

Barriers for bearers, piers and raised timber floors on sloping or elevated blocks, where there's no slab to protect.

Perimeter barrier run against a sandstone wall06

Retaining walls & tricky sites

Detailing for sandstone cuts, block retaining walls, step-downs and cut-and-fill sites, which are common across Sydney.

Why during construction

Do it now, or pay more to do less later

A retrofit can only treat around a finished house. A pre-construction system protects the parts nobody will ever be able to reach again.

Costs far less

A barrier put in during the build costs a fraction of a post-construction system, and far less than repairing termite damage.

Meets the NCC

New houses (Class 1) and outbuildings (Class 10) with termite-susceptible framing need a compliant termite management system.

Hidden gaps sealed

Pipe penetrations and slab joints can only be fully protected while they're still open, before the concrete goes in.

The whole footprint

An under-slab system covers ground that no treatment from outside the finished house can ever reach.

No OC delays

Your certifier needs the certificate and durable notice before issuing the Occupation Certificate. We supply both together.

Easier to sell

Documented, compliant protection gives buyers, building inspectors and lenders confidence when the home is sold.

Installation stages

Installed in stages that follow your build

A termite barrier isn't a single visit. Each part goes in when the site is ready for it, and we fit around your plumber, concreter and bricklayer.

Keeping the barrier working

A barrier only works while it stays intact and visible. Pass these on to the owner.

  • Keep at least 75 mm of the slab edge exposed. Don't cover it with soil, mulch or paving.
  • No garden beds or stacked timber against the house
  • Keep weep holes clear of render and debris
  • Fix leaking taps, downpipes and hot water units near the walls
  • Ask the installer before drilling through the slab or adding pipes
  • Book a timber pest inspection at least every 12 months
75 mm EXPOSED EDGE BARRIER UNDER THE SLAB
The inspection zone. An exposed strip of slab edge lets anyone spot termite mud tubes before they reach the frame, which is why paving, soil and mulch must stay below it.

Balmain East questions

+61 450 515 215
Do I need a termite barrier for a small rear addition in Balmain East?

Yes. Any new footing or slab, however small, falls under the same National Construction Code requirement as a full house, because Balmain East sits in a termite-prone area. A compact addition still needs collars on its penetrations and a properly detailed edge, and Inner West Council's certifier will still ask for the durable notice and installation certificate before signing off your Occupation Certificate.

How do you handle a barrier where the block is cut into the slope?

We treat the retaining wall and any cut-and-fill junction as the critical detail, since that is where a poorly finished barrier would leave the easiest gap. Collars, membrane and perimeter work are run to follow the actual shape of the footing, including piers and suspended sections where the ground falls away, rather than assuming a flat, straight slab edge like a standard house-and-land block.

Does being this close to the harbour change what system you recommend?

It changes how carefully we detail drainage and ventilation around the barrier more than it changes which standard applies. Harbour-side moisture keeps timber and soil damp for longer, which suits termite activity, so we pay close attention to weep holes, sub-floor airflow and any point where water tends to sit against the new slab or an old retaining wall nearby.

Does a new home need a termite barrier in NSW?

In most cases, yes. The National Construction Code requires a termite management system for new houses and outbuildings in termite-prone areas where the primary building elements can be damaged by termites. Sydney is termite-prone, so the system is installed to AS 3660.1 and your certifier asks for the installation certificate and durable notice before the Occupation Certificate is issued.

What does a pre-construction barrier cost?

It depends on slab area, perimeter length, the number of pipe penetrations, the system chosen, site complexity and how many visits the build needs. Send us the plans and we return one fixed written quote covering every stage. Quoting is free.
