Quick answer

Yes, a new home in Cecil Hills needs a termite management system before it can be occupied. Cecil Hills is termite-prone, so the NCC requires a compliant system installed to AS 3660.1, with collars and any under-slab work done before the concrete is poured. Your City of Liverpool certifier needs the durable notice and installation certificate on file before issuing the Occupation Certificate.

Termite barriers in Cecil Hills

Why Cecil Hills builds need the barrier in before the pour

Cecil Hills became its own suburb in 1992, when land farmed since 1817 was subdivided for housing, so almost every home here was built from the 1990s onward inside the City of Liverpool. Dunumbral Park, with its walking paths, playgrounds and Doujon Lake, sits at the centre of the suburb, and the heritage-listed Cecil Hills Farm is one of the few reminders of the land's earlier use. New building work now is mostly infill: knockdown rebuilds on the original 1990s blocks, granny flats added behind an existing house, and the occasional new home on a remaining vacant lot. Every one of those needs the same termite management system before the certifier will sign off.

On the western side of the suburb, the Westlink M7 is the only thing separating rows of houses from bushland in the Western Sydney Parklands, and homes on that edge see more termite activity moving in from the reserve than the rest of Cecil Hills. Doujon Lake and the garden beds through Dunumbral Park keep the ground near the suburb's centre moist as well, which suits subterranean termites working their way toward a new slab. Whichever side of the suburb a block sits on, the entry points are the same: an untreated slab edge, a gap at a pipe penetration, or a join a builder covers over before anyone checks it. Getting the barrier in before the pour is the only way to close them properly.

Local conditions

What makes Cecil Hills blocks a termite risk

Three things drive termite pressure on a Cecil Hills block, and they are not the same on every street.

Parklands bush along the M7

Homes backing onto the Westlink M7 face the bush edge of the Western Sydney Parklands directly across the road reserve. We check back fences, sheds and roof lines closely on these blocks and usually recommend a full perimeter system rather than a partial one.

Doujon Lake and garden beds

Dunumbral Park and Doujon Lake keep the ground near the suburb centre damp for longer after rain, which suits subterranean termites working toward a slab from a neighbouring garden. Blocks close to the park get careful attention at every pipe penetration and slab joint.

1990s infill on original blocks

Most Cecil Hills building work now is a knockdown rebuild or a granny flat on a block first built out in the 1990s, often with established garden beds and old timber edging still in the ground. That material can already be hosting activity before your new slab goes down.

What we install here

Building in Cecil Hills

We work on Cecil Hills knockdown rebuilds, new homes on the suburb's remaining vacant lots, and granny flats added behind an existing house, along with the occasional light commercial slab near the shopping village. Waffle pod and raft slabs are standard on these flat South West blocks. We time collars and any under-slab system around your plumber's rough-in and your concreter's pour date, and give you one fixed written quote from the plans that covers every stage, including a chemical perimeter once paving and landscaping go in.

  • Under-slab membraneA termite-resistant sheet laid across the prepared ground before the pour.
  • Penetration collarsCollars sealed to every pipe and conduit that comes up through the slab.
  • Perimeter & slab edgeA barrier at the slab edge and into the cavity, so nothing can track up hidden.
  • Chemical soil barrierAn APVMA-registered treated zone in the soil under and around the building.
  • ReticulationA pipe network laid before paving so the treated zone can be topped up later.
  • Piers & suspended floorsProtection for bearers, piers and suspended timber floors on sloping blocks.

Local knowledge

Around Cecil Hills

Most of our Cecil Hills work sits close to Cecil Hills Shopping Village, or around Dunumbral Park and Doujon Lake at the heart of the suburb, where garden beds and the lake edge keep the surrounding ground damp. Blocks nearer the Westlink M7, on the suburb's western edge, back onto bushland in the Western Sydney Parklands, and those get a more thorough perimeter because the termite pressure is coming straight off the reserve rather than a neighbour's yard.

Cecil Hills sits in the City of Liverpool, and like every NSW certifier the council wants two things on file before it issues the Occupation Certificate: a durable notice fixed inside the meter box that records the termite management system installed, and an installation certificate setting out the products used, the licensed installer and the areas of the building that are protected. We prepare both from the actual system fitted on your block, so there is nothing left for your certifier to chase once the barrier work is done.

Systems we install

The right barrier for your slab and your site

Every photo below is from one of our own Sydney jobs. We look at your slab design, site and budget, then recommend a system or a combination.

Physical termite barrier laid over the slab preparation01

Under-slab membrane

A termite-resistant sheet laid over the whole prepared footprint before concreting, so termites can't come up through the slab anywhere.

Penetration collars fixed through mesh before concreting02

Penetration collars

A sealed collar on every pipe, conduit and service that passes through the slab. These gaps are the most common hidden way in.

Completed slab with a perimeter termite barrier in place03

Slab edge & cavity barrier

Protection at the slab edge and into the wall cavity, which stops termites building hidden tunnels up the outside of the slab.

Chemical soil barrier applied along a brick footing04

Chemical soil barrier & reticulation

An APVMA-registered termiticide zone in the soil, with an optional pipe network under paving so it can be recharged later without digging.

Termite barrier beneath a suspended timber floor05

Suspended floors & piers

Barriers for bearers, piers and raised timber floors on sloping or elevated blocks, where there's no slab to protect.

Perimeter barrier run against a sandstone wall06

Retaining walls & tricky sites

Detailing for sandstone cuts, block retaining walls, step-downs and cut-and-fill sites, which are common across Sydney.

Why during construction

Do it now, or pay more to do less later

A retrofit can only treat around a finished house. A pre-construction system protects the parts nobody will ever be able to reach again.

Costs far less

A barrier put in during the build costs a fraction of a post-construction system, and far less than repairing termite damage.

Meets the NCC

New houses (Class 1) and outbuildings (Class 10) with termite-susceptible framing need a compliant termite management system.

Hidden gaps sealed

Pipe penetrations and slab joints can only be fully protected while they're still open, before the concrete goes in.

The whole footprint

An under-slab system covers ground that no treatment from outside the finished house can ever reach.

No OC delays

Your certifier needs the certificate and durable notice before issuing the Occupation Certificate. We supply both together.

Easier to sell

Documented, compliant protection gives buyers, building inspectors and lenders confidence when the home is sold.

Installation stages

Installed in stages that follow your build

A termite barrier isn't a single visit. Each part goes in when the site is ready for it, and we fit around your plumber, concreter and bricklayer.

Keeping the barrier working

A barrier only works while it stays intact and visible. Pass these on to the owner.

  • Keep at least 75 mm of the slab edge exposed. Don't cover it with soil, mulch or paving.
  • No garden beds or stacked timber against the house
  • Keep weep holes clear of render and debris
  • Fix leaking taps, downpipes and hot water units near the walls
  • Ask the installer before drilling through the slab or adding pipes
  • Book a timber pest inspection at least every 12 months
75 mm EXPOSED EDGE BARRIER UNDER THE SLAB
The inspection zone. An exposed strip of slab edge lets anyone spot termite mud tubes before they reach the frame, which is why paving, soil and mulch must stay below it.

Do Cecil Hills homes near the M7 need extra protection?

Blocks backing onto the Westlink M7 face bushland in the Western Sydney Parklands directly across the reserve, and that bush edge carries more termite pressure than streets further into the suburb. We usually recommend a full perimeter system on these blocks rather than a partial one, with extra attention at the back fence, any shed footings and the roofline where trees overhang.

Can you fit a granny flat barrier around an existing Cecil Hills home?

Yes. A secondary dwelling gets its own termite management system, collars on every penetration and a perimeter or under-slab barrier suited to the slab type, with a separate installation certificate for that structure. Where the main house already has protection in place we tie the new work into it wherever the existing detailing allows, so the whole property is covered.

How close to Doujon Lake can you install a barrier?

Right up to the boundary. The lake and the garden beds through Dunumbral Park keep nearby ground damp, so we usually detail a continuous physical barrier at the slab edge on those blocks rather than relying on soil treatment alone, which holds up better in consistently moist ground and needs less ongoing chemical top-up.

Does a new home need a termite barrier in NSW?

In most cases, yes. The National Construction Code requires a termite management system for new houses and outbuildings in termite-prone areas where the primary building elements can be damaged by termites. Sydney is termite-prone, so the system is installed to AS 3660.1 and your certifier asks for the installation certificate and durable notice before the Occupation Certificate is issued.

What does a pre-construction barrier cost?

It depends on slab area, perimeter length, the number of pipe penetrations, the system chosen, site complexity and how many visits the build needs. Send us the plans and we return one fixed written quote covering every stage. Quoting is free.
