Does it matter whether our Carlton build is certified through Georges River Council or Bayside Council?

Not for the barrier itself, since Georges River Council and Bayside Council both expect the same AS 3660.1 system. The only real difference is paperwork routing at the end, and Carlton's boundary line can be easy to misjudge from an address alone, so we check the LGA your specific block falls under before quoting, not after the work is finished.

Does a unit development near Carlton station need a different barrier to a house?

The underlying standard does not change, but the scale of the job does. A unit development near the station typically has far more plumbing runs and service risers crossing one large slab than a single house ever would, so the collar layout and staging take considerably more planning.
